It's not forbidden, it's pointless. Here's an analogy: an inch is
defined to be 2.54 cm. It would be silly to measure an inch to see if
it really is that long. If it isn't, either you're not measuring
carefully enough (so it's only a seeming "isn't") or the thing you're
measuring isn't one inch long. OK?

The important universal constant c has a defined value. It also
happens to be the speed of light relative to its source. But the speed
of light relative to other objects can have any practical value.

Define "any practical value" in this case.

Meters bull shit.Its 186,282 miles in one second.I stop light in a space of 3 inches from its source.No one can top that.How much time did it take photons to go just 3 inches,wnen photons can go 7 times around the earth in one second.
